In obedience to the instructions con-

tained in Your Lordship's telegram of yesterday I

have the honour to report as follows regarding the

outbreak of cholera in this country.

In the early days or April cholera broke

out, among the Japanese troops at Port Arthur and in

the Pescadores, and in the course of a few days

As transports

many fell victims to the scourge.

from these places were constantly returning to Japan-

ese ports it was considered desirable to take all

necessary measures to check if possible the intro-

duction of the cholera into this country. On the

10th ultimo the rirst cases were reported as having

occurred and I immediately informed the Governors of

Singapore and Hong Kong of this fact on the 17th

ultimo it was reported to Your Lordship that a noti–

fication had been issued i
